Quality Healthcare for Hispanic Families

I am going to be in a debate team and I need to know if you could write an Affirmative Opening Argument that has an argument for a policy change for Access to Quality Healthcare for Hispanic Families in South Texas.   It needs to be around 4-5 mins in length.  Hispanic Families face numerous challenges when faced with health conditions such as High Blood Pressure, Diabetes, Obesity, Asthma, and most recently COVID-19.  There have been numerous advocacy groups that are pushing for policy changes that will enable more funds to be allocated to lower economic areas that have a large Hispanic population.
