State Spending Priorities

If you were a California state legislator, what would be your spending priorities, and why? Also, can you please include what you would cut or trim down in the budget because of the heavy spending that will take place due to the Coronavirus? Break down your analysis in percentages (i.e. I would spend 40% on K-12 education 10% higher education, 10% on welfare, etc..) Please look at the budget section (chapter 8 of your California book) for guidance.  In your answer, please analyze items from the 2020-2021 fiscal year budget
