There is evidence to suggest the relationship between police department and minority groups have been strained at best. Numerous police departments have been subject to numerous civil rights complaints, harassment complaints, and lack of service complaints where the police refuse to respond to calls for service in minority neighborhoods. There are documented cases of profiling and discrimination by police officers throughout the United States.
Please consider the following scenario and answer the questions:
You are a consultant hired by a police department to address a problem of discrimination by police officers toward minority citizens. Evidence suggests that the allegations are valid, and it is your responsibility to develop some type of comprehensive program to deal with this.
