The Chinese government formally initiated the Healthcare Reform in March 2009.
Furthermore, the government has pledged to invest an extra CNY 850 billion (USD 125 billion) over the next three years to achieve universal health care by 2020 [1].
The healthcare reform’s key elements are focused on reforming a wide variety of medical insurance coverage, the national essential drug system, medical care and public health service system, fundamental public health service, and public hospital pilot reform [2].
The public hospital reform is one of the most important tasks in the new round of healthcare reform, and as we all know, the main reason is that county hospitals play a leading role in the Rural Three-level Health Service Network, and their services cover more than 900 million people in China, accounting for 70% of the total population [3].
Significant increases in public investment, reorganization of the hospital administration structure, and correction of the commercialization trend are all part of public hospital reform [2].
In China’s rural areas, the health service system, known as the Rural Three-level Health Service Network, is made up of county and its subordinate health organizations, such as the government-run county hospital, township health center, and village clinic, with the county hospital serving as the system’s technical guidance and treatment center, township health center serving as the system’s hinge, and village clinic serving as the system’s base.
They build a tertiary health service framework to address the need for health services at the grassroots level.
Among these, county hospitals serve as vital carriers for the government in providing basic medical and health services to county people as health service providers in the healthcare system.
General hospitals, Traditional Chinese Medicine hospitals, Integrated Chinese and Western Medicine hospitals, Traditional Ethnic Medicine hospitals, Specialized Hospitals, and Nursing Homes are among the several types of hospitals in China.
In contrast, they are divided into three tiers based on the number of hospital beds: tertiary, secondary, and primary.
Tertiary hospitals have more than 500 beds and specialize in treating complex diseases as well as offering technical assistance, medical teaching, and scientific research.
Primary hospitals have 20–99 beds and provide common disease treatment and prevention, rehabilitation, and primary health care services. Secondary hospitals have 100–499 beds and provide complete medical services as well as education and scientific research.
The study uses county general hospitals as its sample hospitals.
The great majority of county hospitals are secondary care facilities.
As we all know, the People’s Republic of China’s administrative territory is divided into five levels: provincial (1st), prefectural (2nd), county (3rd), township (4th), and village (5th) (5th).
Districts (under the jurisdiction of cities), County-level cities, Counties, and Autonomous counties are also included at the county level.
According to the China Statistics Yearbook (CSY) and China Health Statistics Yearbook, there were 1875 counties (or county-level cities, autonomous counties) and 8951 county general hospitals in rural areas in 2015. (CHSY).
