HB 100 gave the state, not local authorities, the final say over the operation of ride-hailing companies in Texas. What happens in Texas if state authorities want to override local ordinances? What is Dillions rule, and what restrictions does Dillions rule impose on local governments when strictly enforced Localities vary on a range of dimensions, such as the size of their populations and economies, their rates of growth, their regional transportation needs, their natural resource allocations, etc., that would seem to favor the application of broad freedoms to manage their affairs. When should home rule supersede states rights?
