Ensure that you have a clearly defined thesis statement. I will like to research the Violent Crime Control and Law Enforcement Act of 1994. I want to argue that even though it had some beneficial effects (mention them), it is also affected black communities and others in detrimental ways. It authorized the death penalty, imposed mandatory life sentences, etc. This affected black communities because it took fathers out of the equation, out of the household.
